Now I have remembered what this reminds me of. Thunderbirds. The puppets had electromagnets in their mouths to make the lips move in sync to the prerecorded voice track. That is all that these images are doing. They don't understand what they are saying, the lips move in time with the sound but there can be no expression. Nice try but Gerry Anderson was doing it 55 years ago.

Teddy Ruxpin.
 
Never heard of Teddy Ruxpin until now. It's a child's toy with animated eyes and lips.
What that reminds me of is this classic pinball 'Funhouse' with the head of 'Rudy' who stares at you in a disconcerting way as you play.
A good player can get Rudy to swallow the ball by firing it just before he opens his mouth.
 
It is a remarkable achievement though. That a machine can analyse an image containing a person, identify the mouth specifically, and then re-animate it in a way that convincingly suggests the translated language is being spoken.
Language dubbed movies have always irritated me, since on most cases you can see the sounds don't fit the face. The clip above is very effective.
 
A different AI application.
There was a company that makes lifelike sex dolls, the $7000+ kind, that was working on dolls with an AI powered artificial personality. They could make boys as well as girls but there was little demand for the male dolls, even though they were really good looking. A lot of work went into the software, the girls even became bitchy at the time of the month to coincide with their periods. What may surprise you is the way the customers used the dolls that they had bought. They fucked them at first, as you would expect, but then they started to treat them as friends, not sex toys. They enjoyed the electronic conversation and bought the doll gifts, clothes, perfume, watches. Sat and watched movies with them.

It's hard to make out some of the things she is saying with the combination of the accent and the machine gun delivery. If only there was a way, perhaps a kind of computer software, to translate her voice into something more legible.
