This has Urban Legend written all over it, although I couldn't find it on Snopes.com.

The first clue is that it takes place in Inner Mongolia, for crying out loud. How come these things never seem to happen anywhere where they can be verified?

And it doesn't matter how many news agencies had their hands on it before you saw it. They love stories like this, and don't give them the same scrutiny they would to more earth-shaking events.
 
I knew that would happen some day.

I have a neighbor who always drives with her golden retriever on her lap and his paws are also on the wheel. Ond day she hit the car in front of her slowing down for a red light. She yelled at the person in front for stopping too quickly. I told her that if her dog was not on her lap she could see better. She told me to "keep your fucking mouth shut". So I walked away saying "do you have sex with the dog too".
