Technically yes, it's a sexual act but if it's not penetration, it's not sex in my opinion.
 
My definition of sex?

Any consensual act between two or more people resulting in an orgasms.

If it's not consensual it's not sex, it's molestation or rape IMO. If you are flying solo it's not sex IMO. If there is no orgasm it's play, foreplay or lousy technique.

Most people have a problem considering "non-penetrating" forms of sexual contact as not actually being sex. Therefore avoiding the guilty conscience of cheating on a boyfriend/girlfriend or significant other. A handjob/blowjob may not be the truest form of sex, but it is sexual relation's to say the least. If your with somebody "exclusively" than a BJ or handjob is a big [-X . IF your just trying to see what others think, my opinion is that its a form of sex.
