If I were to make one simple modification of the Constitution

"Tyranny"?
Since when is a reduction in government "tyranny"? Since when is applying the truth "tyranny"?
But if you don't want some voters to count, at least stand by this:

"And a candidate, to win, ought to have a majority of all the voters, not just the ones who got off their asses and marked a ballot."

In California we have term limits. Three terms and you have to look for another job.
I think the idea of a compulsory vacation is far better; that way if the folks back home have someone really reliable...they're available after a vacation back in the real world.
