Okay, I've trawled through the list of presidents. It's Dwight D Eisenhower. As you say, the apparent skin colour is misleading.

The guy on the right looks superficially like Peter Sutcliffe, better known as the Yorkshire Ripper. I realise it's not him though.

The thick lips were less apparent in his senior years, and his baldness, like Roker's, makes his looks change significantly.
But, the lighting is so bad in that photo that he looks mulatto.

Because of their Arabic or Turkish appearance, I had initially suspected terrorist, but didn't want to go there based on ethnicity alone.
