All kinds of people split all kinds of hairs. Here's the definition I found:

Right, if someone gets off, it's sex, and even if someone doesn't get off sometimes. Anytime you have sexual contact - as in you both have boners, and both have inent, it's sex.

Why the question? Are you trying to find a justification that allows you to remain a virgin? Or are you trying to lose it?

There's no one generally accepted definition. Mine is a lot more open than most. I feel if you've done something physical with someone with the intent on reaching orgasm, you've had sex. I don't care if it meant having your friend jerk you off when you were ten. Sex isn't "tab A into slot B". It's doing physical things for sexual enjoyment.

Virginity is a concept for women.

And, even then, it's pretty meaningless and irrelevant nowadays.

where does messing around with someone without the intent of reaching orgasm fall? I guess just the sexual enjoyment part.
 
I consider a person a virgin until he or she has fucked someone or has been fucked by someone.

I do not consider giving someone a blow job as loosing one's virgintiy.
 
I think for the most part we regard "virgins" as people who haven't had intercourse yet. And by intercourse, I mean direct penetration involving a dick (yours or your partner's), and a receptive hole (yours or your partner's). That's the first thing that comes to mind when "sex" comes up

Blowjobs feel more like they lead up to sex...but they're not really sex in themselves. I feel like they're more accurately a sexual act.
 
In my eyes you are still a virgin until you have penetration of the arse or vagina. Also any other act is still NOT sex.
 
Once the cock is in the mouth and someone blows a load, it is sex.

So don't try to prance around pretending you're a technical 'virgin'.

And who cares anyway?

It isn't as though you have to show the wedding night sheets to your husband's family some day.
