It looks like a small area of infection. Probably a hair folicle that got blocked, infected and popped like acne. Probably treat with topical antibacterial cream and antibiotics. See a doctor though as it may be at risk of getting worse. A friend of mine had one and it got out of hand as he left it. He had to have the infected area cut out which was nasty. Don't leave it.... 
Avoid anal sex and so on until healed of course.

An external, thrombosed, hemorrhoid would be on or JUST in the anal opening.

Even if it is a hemorrhoid, I wouldn't recommend a doctor's visit unless it is extremely debilitating or recurring. Other than that I recommend some Preparation H and I would also say abstain from sexual activity.
If it is a clogged hair follicle I'd recommend a baking soda scrub. Just take a bit of baking soda in your palm and enough water to make a paste and scrub the affected area. Rinse with warm water and wait it out. Also if you're 100% sure it's an ingrown hair, you might want to consider getting a REALLY good friend to try to pluck the hair with scissors. Or you could try yourself, it'd be really hard though!
