Exercises specifically designed for working the glutes may have some visible effect, but if there isn't much there to begin with then you really can't do much. Its the luck of the draw when it comes to genetics I'm afraid.

It largely depends on age and genetics. As you grow older, you hip bones widen. As a teen ager the bones are narrow, so the muscles are narrow and bunched, so to speak. As the bones widen the same muscles spread out and flatten.
Exercises can increase the size of the muscles but as you grow older it is harder to get them to grow. But exercise will help them get better firmness and shape.
 
Squats seem to be pretty effective from what I have heard.
 
Squats combined with various leg exercises and running 3/4 times a week has worked wonders for me...
