I mean, if cases have been reported in which exposure to certain chemicals, certain reactions forming part of older, crappier technologies, have or may have quite probably led to death by cancer, is it REALLY too wild to assume that a technology can have been developed to concentrate and master those effects through more sophisticated technology, in disguise of some daily, harmless elements, say a photographic flash... not to speak of Russian-seasoned food and drink LOL.

It's possible to expose a person to a carcinogen. It's possible, but not inevitable, that that person might subsequently develop a cancer. To make a criminal charge stick in court, it would be necessary to prove beyond reasonable doubt that the exposure was the specific cause of the cancer. In most cases, I think that would be a difficult thing to prove to such a standard.

I guess you didn't see the movie. Videodrome was a kind of cancer you got from watching a certain frequency of right-wing sponsored TV broadcasts.
