The title of the thread is a reversal of the famous statement by Einstein that Goes Doesn't Play Dice. Supposedly he was taking issue with the Heisenberg Uncertainty Principle, which basically said that you cannot predict precisely where electrons will be as they orbit the nucleus of an atom, and by extension, basically everything else. If you read chemistry books, you will see pictures of electron "clouds" surrounding the nucleus, meaning that probabilistically, the electrons at any one time will be somewhere in that cloud, but you can't say exactly where. Einstein had a problem with this view.

As to what the JUBBERS posting in this thread mean, your cousin's guess is as good as mine.

The Principle states that you cannot know both the speed and position of a particle at the same time. The more you determine the position of the particle, the less accurate your assessment of the speed becomes, and vice versa.

Stephen Hawking's quote ("Not only does God play dice, sometimes he throws them where they cannot be seen.") refers to his study of Black Holes where the laws of physics as we know them completely break down and cease to exist and and a whole new set of rules are created. And since we can only guess what goes on inside a Black Hole, anything goes
 
At the simplest level, if you cast a pair of dice and they determine the outcome...it can be posited that it is the dice playing God since the outcome of the roll is dependent on their will, not yours.
