How to make GIFs?

I once tried to make one with a basic program, just to try it, but it didn't want to create it for some reason. Anyone know of a good program that can make a 30-second GIF or longer run in a continuous loop? I am not good with these things, so I might also ask if anyone who has the skills to make one for me.
 
How long do these run for? Most I've seen are only 3 seconds in length, but I need something longer, like half a minute if possible.

Wow, half a minute will take ages to download if you don't have a good wifi connection.

Often animated gifs are a balance of the following:

file size (image loading time)
image dimensions (height and width)
quality of image (HiDef or low res)

You can choose any one of these and the others are affected.

e.g.

large dimensions + Hi Def > large file size (so takes ages to load on screen.)
large dimension + low file size > low resolution image (often pixelly or blurry)
low dimension + low file size > hi def (but small image height and width)

etc....
 
Site? I'm not publicly going to be sharing the GIFs (I don't think?), plus it's a few short videos from YouTube that I want to make these GIFs from. I'm not very good with making these sorts of things, but if anyone here is, and needs me to give them the video(s) I want converted to GIFs, message me.

I would still like it very much if someone would help me out so I don't get the runaround from all this.
 
I've found, that in Tumblr, you can take a video, choose a 3 second section of it, and then make a gif out of that. It is only 3 seconds, but it works perfectly evertime, and you don't have to download anything else except Tumblr - that is if you aren't already using Tumblr. I hope this might be of some help.
 
Why GIFs?

Just use a video editor to crop out the bits you like/want and leave them in their original video format. Much easier, and much better quality.
