A propane torch on a wide setting works. Get a friend to fan it back and forth lightly.

Waxing is better, but you will need help. I waxed my boyfriend's butt, and he totally enjoyed it - and I totally enjoyed rimming him much more afterwards.
If you want to do it yourself, I recommend a depilatory, such as Black Magic,
which is a powder that you mix with water. You apply it with a spatula, and then scrape it off after a minute or so. Best done in the shower, and you can just shower it off if you don't have time to scrape it. Waxing gives much better results, however, and much longer lasting. You can use a cold Persian wax, if you are afraid of the hot beeswax, but my boyfriend actually preferred the hot beeswax.

Personally, I'd say just leave it unless it's so hairy you can't see the ass. Some nice hair covering the ass makes it manly.
