I'm 21 but look 16 and for the past few years now my body has given off signs of puberty but medically i'm suppose to be done with it. such as:
--zitts
---growth spurts (mild)
---hormone mood swings
---horniness to the point of pain
---facial hair has not grown all the way in
---pubes (happy trail and chest hair) havent grown in.
Am i crazy or is this a condition?

I think you may still be developing what they call the secondary sex characteristics. I'm 46 and I'm still having dark chest hair appear down the center of my stomach. Other than a happy trail, I had NO hair on my stomach until I was in my late 30s. I've also had my chest and pecs fill out just in the last couple of years.
I wouldn't worry about it. It will all get there in time. The good news is you'll stay young a lot longer. Who doesn't want that??

Some people go through those stuff at different times. For example I started growing facial and pubic hair around the age of 7. Genes also play a lot in it as well. Are people in your family naturally hairless on their body?

Some of what you've described is normal- men will continue to get secondary sexual characteristics such as facial hair and body hair well into their 30s. You can gauge what is normal for you by looking at other males in your family- did they continue to develop secondary characteristics later in life?

If it is something that bothers you then the next time you have an appointment with your family physician, ask that they include a testosterone level in your lab work.

k and as far as i know my bro and dad are pretty hairy....but idk about earlier in their lives.

Physically speaking, we reach "adulthood" at 23-25. From 20 to 23, I grew 3" so puberty still happens at your age.

I am basically smooth and probably always will be, but at 29 (almost 30) life deems it necessary to still bless me with the occasional pimple or three. And we're not talking about little zits or zittles, they're always something painful that you'd feel coming on for days before they make their embarrassing appearance.
