Anyway, Also the fact that BTB is a double disc contributes to the lack of sales. Double CD, higher price. Alot of her fans are expecting sales to increase during the holidays when the prices might go down. Who knows. But I really really REALLY want Candy Man as a single. It's such a risk, but thats what she does.

Actually that is not correct. There are two official charts. Billboard and Mediabase.

Some songs will go #1 on one chart and not the other, but it is still officially considered a #1 single nonetheless. Carrie Underwood's "Don't Forget to Remember Me" is one of the more recent examples. It peaked at #2 on Billboard but went #1 on Mediabase. She is still creditted for having 4 official #1 singles off of her album.
