Some guys' do. It is somewhat rare but it is normal. I don't think his age has anything to do with it. It shouldn't effect his ability to cum.
 
I remember seeing something on 'Embarrassing Illnesses' which dealt with this issue and the person concerned had damaged 'as in broken' his penis at some point in the past and he had it repaired...even though this is embarrassing for your cousin he should considering see his doctor and asking advice...it may be nothing

1/4 of all dicks bend in some direction and some bend downward even when erect. One would really thank the gods that the penis doesn’t have any bones in it, and therefore it can normally easily bend in many directions to perform its job without much of discomfort. Unless the bend is severe or causes pain, there is nothing wrong or abnormal about a curved/bent penis.
 
docinaustin is spot on. If that is the only "problem" it is simply a variation on normal. And doubtful that it will change with age.
 
My dick bends up. Haven't had a problem with it thus far, nor any complaints. Unless it's causing him discomfort or has hardening I really wouldn't worry.
 
it's called congetical curvature. there's nothing medically wrong with it, but if its painful or bothersome to have sex then there's a surgery to fix it. however, surgery is not something many people wanna do on their dicks. dicks can bend up down left or right. it depends how big the bend is...
 
What your cousin has is a normal variation. Everyone has a little curvature to their penis. Some more than others. Desks4567 named it correctly- "congenital curvature" also known as Peyronie's disease.

What concerns me with your cousin's circumstance is the downward curvature when his penis is erect. He may find this to be a problem when he becomes sexually active- both functionally and appearance-wise.

Your cousin should see a urologist, preferably a pediatric urologist. There are some non-surgical things that can be done to reduce the curvature. He is still a bit young at 16 but the urologist will be able to evaluate the curvature and determine what needs to be done to correct it if needed.
