It would depend on the country. Most developed nations don't have a bond system.

Your use of '$' rules out most of those, and I never heard of bonds in CA, AUs or NZ so that leaves a whole bunch of third-world backwaters like Suriname and Liberia, and some second-world pseudo-democracies like Hong Kong, Taiwan, Singapore, the Caymans and the USA. I'd say C for the USA and A for the rest.
