What you mean is....wouldn't it be great if the family of some kid who ends up in the hospital from injuries using someone's personal swing they erected wouldn't then sue the municipality?

That would depend on the laws. I believe in EU countries it would be as I've seen such signs from Portugal to Poland and from Malmö to Malta. The UK adopted all EU regulations before Brexit in order to be able to choose what to discard later. But they haven't discarded much yet.

I do think what you have here is a case of overreach, local government believing they have more duties, or more rights, or more remit or more autonomy, than they actually do.
 
In New York City public parks you can't smoke but you can whip it out and piss just about anywhere you please.
 
Most parks like this are kept aside green spaces for the entire community to be able to enjoy the foliage. No one individual, or even a group of individuals should be allowed to molest the trees and shrubs.

And the reasons why parks use chains, not rope, on there swings should be plenty obvious to anyone.

Then they should install swings and urinals and nobody will feel inclined to, ahem, molest the shrubs.

Some authorities create their own problems, others solve them.
