Here is another use for Crisco! It works incredibly well and is VERY cheap, a large tub of it will last all year (as long as you don't use it all up on your ass toys). It does'nt taste good, but it's not gross either. Butter works well too, petroleum jelly, aloe, olive oil, cum....there are plenty of choices.
As for lip balms, i can't live without Neutrogena lip balm. It looks like Chap Stick, but goes on soft and slick. It does'nt have anything in it that burns cracked lips like menthol, citrus or tea tree oil. It's $3-4 and last for months, and i use it daily. You won't need to apply it often as it lasts a long time.
If you're lips are seriously chapped due to rampant rod sucking, all of the above applies too. Try lubing your lips with Crisco or some other lube before sucking to prevent blowers lips syndrome.

Carmex works really well for maintenance...but at this point use vaseline...

I always keep a jar of blistex lip medex around if they get too chapped.

Beyond that, I'd say olive oil would be your best bet, if you find yourself with out again.

Well I used some of my sister's peach hand lotion the other night.

Although I just picked up some run of the mill chap-stick.

That works well enough....though the others wer,shall I say.quite interesting!
