option to select download folder disappeared with update

i'm using an ancient version of windows, like windows 3, and browser is chrome, after my most recent update i can no longer select a folder to send downloads, they automatically go to the downloads folder, how do i turn back on the option to selet a folder for each download?
 
The easiest way to fight the system is place a shortcut TO the downloads folder somewhere more handy....... :)
 
Surely, if you go to 'settings' on Chrome, you can select the folder? Open settings from the top right hand corner of Chrome, scroll down to 'Advanced' at the bottom of the newly opened window and select your chosen folder in the Downloads section.
 
Windows 3? Yeah sure...
