I'm not really a doctor.
There seem to be fewer of us these days, but I have to say that NBC is by far my favorite network. Just because their shows don't get the best ratings doesn't mean they aren't good. Heroes, The Biggest Loser, Law & Order, L&O: SVU, The Office, 30 Rock, ER, and SNL are all great shows.
I really think NBC's troubles are their own making. They focus too much on what's working RIGHT NOW and don't seem to think ahead. Currently, they're putting all of their efforts into Heroes and their new dramas. In all liklihood, none of their new shows are going to make more than one season with most of them being canceled before November sweeps. It happens every year and then they're left with nothing to support them for the rest of the season. Heroes and Deal Or No Deal can't carry the entire network forever.
They neglect their veteran shows that still have loyal followings and continue to bring in respectable ratings, even if they aren't necessarily in the top 10 every week. Law & Order and ER are the best examples of this. They keep moving Law & Order around their schedule and this year, they aren't even bringing it back until January. ER is still, after 14 years, one of their top-rated shows and yet rumor has it, they're canceling it after this season. Last year, after messing with its scheduling countless times, they ended up canceling Crossing Jordan, which had a loyal cult following for years.
I think if they put more effort into the quality of their established programming, they could make a comeback.
