I watched cartoons straight through until now, so I've caught a lot of these even though I was "too old".

I loved this show. The consistency was really odd. They appeared to have a stable of writers, and they were all over the map. Some of them were just wretched, others were really action-packed, others were "poignant", others were straight-out farce. Never knew what you'd get.
I liked the fact that they had some guy on staff whose job was to "fill in" whenever one of the regular voice guys couldn't make it. Same guy. In one episode, the guy who voiced Raphael was out, so this guy filled in...and spoke in this weird nasally voice. Several episodes later, it was Donatello, and then HE had the nasally voice.

Around the same period, I liked the Toxic Crusaders cartoon. Another oddball one. The only episode I remember was one where a guy wanted to join the team, but didn't meet the qualifications.
"Do you have any super powers?"
"I can say the alphabet backwards."
"...well, that's nice. We were sort of hoping for someone who could turn invisible or something."
"I'm strong....?"
"Well, sure, but are you a hideously deformed creature of superhuman size and strength? I mean, you're strong and all, but not superhumanly strong. And you're not hideously deformed. I mean, don't take this the wrong way, but you're actually rather attractive."
