Shiny, red spots/cracks on outer foreskin (pics attached)

I discovered these small red bumps/spots on my penis almost 2 weeks ago. They have a shiny looking surface, and when I stretch out the skin, it looks like there may be a 'crack' in the centre. They're not painful or itchy at all. They seem to fluctuate between appearing bright and more dull..possibly flared again after showering and/or masturbating but I used lots of lotion. I've never had penetrative sex before, but have had skin contact around the genital region as well as oral sex - the last time being 4 months ago. I think I've had the same spots (or similar) after dry masturbating before but the first time they cleared up within 3-4 days.

Do you think it could be STD related or maybe psoriasis e.t.c.? Is it worth seeing a doctor? I just saw my Doc recently for another issue so I'm hoping I don't have to shell out another $65 :/
Any help appreciated, thanks.

P.S. One of the spots/cracks is located on a brown patch - the brown patch has been there for years and I'm not too worried about it.






 
Hmm, thanks for your response. The only thing is that now they seem to have faded quite a bit - possibly due to me applying a cream for eczema/damaged skin e.t.c.
 
What creme are you applying to it?
 
Thanks for the responses guys. I saw the my Doc the other day and he said it wasn't herpes/warts e.t.c. and gave me a general antinflammatory/ anti-fungal cream for it if it doesn't go away - the eczema cream seems to be working anyway
