I didn't really get the impression he wanted to do him again, I just think he's curious about his orientation. But in the end it really doesn't make any difference. Which is why I understand your point as well. If he's gay he's gay, if he's not he's not. Being step-brothers, it really shouldn't matter. Although there's nothing wrong with wondering.
 
what meant was that if you can't come out to your own brother (step or not), you realy need to examine that.
 
Too young to tell, just because he gave you a blowjob at 13-15 and vice versa doesn't make him gay, or even bi. Its called experimentation, and he doesn't even have to be experimenting to see if he is queer, maybe he was just wanting to know what its like to recieve a blow job.

If you have the opportunity again, you could ask him, you know we did have a good time years ago, have you ever thought if us doing it again. You do not have to confess anything, or ask if he is, just let him know you enjoyed it then and would also again. Maybe he would too.

Am I the only one who thinks this is kind of creepy? I mean, it's your step brother. Yes, you're not related by blood, but you're still part of the same family. You're going to have a lot of contact with each other, and with your parents, for the rest of your lives.

There's no reason you can't have honest conversations about your, and his, sexuality. But lay off the blow jobs for God's sake.
