Here's my deal...

I can't get a blow job with foreskin. I'm not a slut, only have been with a couple guys, but the few I'm with couldn't do it. It's not them, I know it's my penis.

I can jerk off fine, I use my foreskin to do so it's just when I'm getting a blow job or having sex, I just can't feel it at all.

Before you go for the big C - talk to your doc about what they can do to loosen the foreskin.
 
Better a circumcision than not able to pull it down all the way when hard...

but there may be other options to achieve it without surgery, which you should explore with an urologist before you do anything that can't be undone.

You don't need ANY surgery. Ask your doctor for a prescription for "betamethasone .05% creme". It's a cheap, steroidal creme that will clear up your phimosis *painlessly* in about 2 weeks. Don't let the doctors try to tell you you need to get circd. They get paid like $1000 for that and this creme is only $10. Which do you think they'll recommend?!

We can't give the OP medical advice over the internet. The options available are something that only a doctor who examines him and the OP can decide based upon what is best in his case.

And to assume that a doctor will recommend a procedure based upon prospective payment is not helpful to the discussion.
 
See a doctor as others have said. If so try to keep that foreskin you are lucky to have it!
 
To the original poster - I also have Phimosis, and my cock is pretty much the exact same size as yours. The only difference is that I can receive blowjobs with no problem and can top just fine with a condom.
