I can't imagine why it would be illegal. Have you ever read/seen anything?

It's not likely that tourist, business people, etc make sure that all of their clothes are freshly washed before the head home or to another country. I doubt anyone would check for that at an airport.

Individual shipping companies might have rules of their own, I suppose. Though I've never heard this being a problem.

I know the op asked about 'used', which doesn't necessarily mean soiled, but I've never worn any long even enough to call them 'used', let alone soiled. I have a drawer full of different types of skids that I have tried, but I can't stand any extra material on my boys. Regimental/commando all day every day.

The Royal Mail's list of banned items doesn't specifically mention used undies but it does include "Personal Effects (Suitcases or Personal Belongings)". I've got an old leaflet I picked up at the Post Office giving a shorter list which includes something called "filth", but they don't give examples.

"Used" has limited connotations.

I have used old underwear to apply scatch cover to damaged furniture.

I cannot find the full episode of this consumer watchdog show, but Joe Lycett ordered some items of underwear from the service discussed, then "soiled" it with various lookalike fluids to simulate use, and returned it. A while later, he reordered the same items and got the very same "used" items back.
