Simple question:

What is the best FREE DVD burning software?

I need to move some stuff off my hard drive and I'm not in the mood to pay something like Nero.

external harddrive is quite cheap now. Maybe use that instead.

A genuine free burning application:

CD Burner XP

That's assuming you use Windows XP.

But if you're just backing up files, you don't actually need extra software: WinXP, Vista and Mac OS will all allow you to burn files to disc natively - just not as straightforward as some applications allow.

ImgBurn won't decrypt movies it's strictly an image builder and burner.

DVDFab HD Decrypter is free and can remove protections from movie DVDs and copy them to your hard drive, but doesn't write to DVD.

Niether of the above can reduce a DVD9 disc to DVD5 size - you'd need to use something like DVDshrink or DVDrebuilder for that.
