why not just write a very convincing letter (attach photos) to extreme make over and let the work up to them

it depends on your style/look you like to go with, but you could probably get that trimmed/layered so that you got a nice funky look going...or short enough to spike up if you prefer that
 
You have an adorable face. Whatever you do, let people see it. Avoid having them distracted by your hair. If you want to keep your hair long, I would go for pic #2, only a bit shorter. I think a "buzz" cut (#2 or #3 comb) would look great but you would have to be brave to do it....I think.
 
he'd have to grow it out more for a shag. i suggest letting it grow longer, and then going to a GOOD (not necessarily expensive) salon, and have a real professional cut it. expect to pay 30-$80 for a really good cut/style...but only do it once, figure out what they do/how they do it, and you can then get cheaper hair dressers to do the same if you know how to tell them what you want. ask lots of questions

with the shape of your head, i think a longer haircut works better. i found that out myself ten years ago, when i got tired of my long, curly hair and buzzed it all off.

if you go to a decent salon and get it done right, then you should only need to get it trimmed every few months. i don't like paying a lot for a haircut either, but it's definitely worth it to get it done right.
