For outdoor events, if they've all had both vaccination shots, they are following the rules.

The problem is that too many people aren't bright enough to realize that the rules for a grocery store aren't the same as the rules for being outdoors -- and that there are also different rules for outdoors depending on the circumstances. For example, triple the number of people in the top pic by adding more rows, and keep them all that close together, and have them sing a song, would be contrary to what's safe, especially if the air was calm (our county recognized this several weeks ago when it said that close-together small groups with no wind is a bad idea but out in the ocean breeze is acceptable).
