What sets 23 and Me apart from other DNA testing companies is that they specialize in looking for specific genes and give probabilities of developing certain diseases. In fact, they got in trouble with regulators who became concerned that the company was unqualified to dispense medical advice, and they were prevented from doing that for a while. Also, there is concern that DNA data can be abused, and laws have been put in place to prevent decisions from being made on insurance coverage or hiring.

Right now it seems that the DNA testing companies are following the highest ethical standards, because their very survival depends on the confidence of the public. Of course, we cannot predict what could happen in the future. It is likely that the current companies will be merged or bought out, and there is no guarantee that future holders of your DNA information will be as scrupulous as is currently the case. Also keep in mind that the whole field is still new, and that applications may be developed that we cannot even imagine right now.

As for testing your ethnicity, ancestry.com is probably the best right now, simply because they have by far the most data from the most individuals. Thus, they can make your ethnicity estimates with the greatest confidence. Of course, if you really want to find out if your close relatives are really your relatives, probably any of the major testing companies will do. My impression is that these companies sort of "spot check" different locations on your DNA, and compare the results to the same locations on others' DNA. Generally, they probably don't know or care what those individual genes actually do. You'll either match up or you won't.
 
The need for money is crucial because if the company fails financially - data safeguards and agreements seem to "disappear".
