(Washington) A new report by D.C. health officials says that at least 3 percent of residents in the nation’s capital are living with HIV or AIDS and every mode of transmission is on the rise.

Can I believe this? Yes. Yes I can. I don't think I've ever been to a gay website, forum, porn site, or anything where condoms are promoted. Not to single out JUB but I've seen plenty of bareback porn, threads, ads, links to videos, nary a magnum or trojan ad.

It does not surprise me.

You have a lot of closeted people living in DC because they are in the military, foreign service (they come here), and visitors who don't always take precautions. I was amazed when I first moved here and dated a guy who worked in one of the gay bathhouses -- so few used condoms (or they ate them or took them with them because there were no used ones in the rooms).

I had a drawer next to my bed and always reached for a condom...I was surprised at the number of guys that said there was "no need for that" because they were "clean."

I also went to several "parties" where gay sex and clothing optional was the focal point. Needless to say, there weren't a lot of condoms used. In one case I was kissing and started to go down on a guy but first asked his status. He said he was +. I had watched him fuck at least three other guys bareback and never said a word to them. He said if you "don't ask, I don't tell."

I also play in a number of sports leagues and have been both saddened and shocked at the numbers of guys who told me they just found they are +. Most were in their 20's.

I don't think this is just a DC specific problem. I think attitudes towards AIDS/HIV have relaxed. People just don't feel as threatened by it any more.

I just heard this on NPR and a survey shows that 70% of residents didn't use protection the last time they had sex. That's just unreal to me.

Anyhoo, it's because alot more people in D.C. are on the down low. Being in the military and the government. Besides Dupont Circle, it has a rather crappy gay community for such a large city and the number of closeted, down-low men in D.C. are exponentially increased by the "don't ask, don't tell" environment of the city.

Unfortunately, I've met many gay military men who don't use condoms because they don't define themselves as gay.

More people in D.C. have HIV and are more affluent to catching the disease because the prevalent 'down-low' mentality in D.C. due to many gay men being members of the government and the military.

It has nothing to do with intelligence. It's psychological. People with Ph.D's on are the down low. They're not lacking intelligence, they're lacking self-worth.

From what I've seen and heard about people on the down low who bareback and participate in dangerous sexual activity, some feel that they aren't actually gay so they won't get the disease. Others have extremely low self-esteem and participate in dangerous sexual encounters in the same way a person might do drugs or cut himself. Others have enormous pent-up emotional baggage of being a closeted gay man and unleash their negative emotions in self-destructive ways.

There's many reasons. None of them smart but all of them are just indicators of how their closeted, down-low lifestyle can seriously fuck them up....

DL men perpetuate STD rates because they have multiple partners. They often engage in unsafe sex with boys exposing both their male lovers and unsuspecting wife to STDs.
