As in the US where, technically Congress consists of the Senate and the House of Representatives, but most people when they say "Congress" are referring solely to the House of Representatives.

Honestly i do see your point, however as you have said The Palace of Westminster, is the physical location, and the reply that you would receive if you were to call "The Commons". Would be "Good morning, Palace of Westminster". I am sure it has confused a fair number of people....:)
