I heard it first when I studied human sexuality in college, but it's been backup up by a bunch of studies I've read.

The chances of getting HIV isn't high unless you're having regular bareback sex or an IV drug user.

Protect yourself, know the risks, accept the responsibilty and deal with any consequences.

As to Buffy's question, no. Getting HIV when you're correctly using adequate protection is not relatively 'high', since latex condoms do not permit the transfer of HIV from one side to the other. So long as the condom remains in tact and no other bodily fluids are mixing (blood and semen for guys), then you should be fine.

What condoms can't always protect against are some other STDs, such as genital herpes, which is transferred via skin-to-skin contact rather than fluid exchange. Be wary of those.
