(I've heard old wives' tales about rich Hungarians smuggling gold in their teeth to avoid currency restrictions)
The article made it clear that the money was given in the form of a tip.
Last I knew, in the States, people who collect tips have to report them as income.
The man giving the tip should have considered this and given the money another way. Gifts are tax free to both giver and receiver up to $14,000 per year. He could have divided it into two years.
Is that another old wives' tale?
And he's an attorney. . .
