I think you should go. How do you even know it its a date? He probably just wants to hang out maybe.
Besides, socializing is something we all need. Get out there and meet people.
 
Yeah .. either he needs someone to talk or he is feeling a bit lonely/disconnected or so .. you said that he has troubles speaking your language.
If it is a "man-date" you will notice, but at the moment I would not assume that. Be a good friend.

Why not make a "cheap date" (or, if it's not a date, a cheap two-guy-hanging-out)? Invite him to your place to watch a DVD and have frozen pizza or something.

That's a date and he is probably gay. Its happened to me before I didn't realize he was gay but the guy kept asking me to hang and then on the date he made a move. I mean if he asking you out and offers to pay it makes sense he really into you.
 
what about cultural differences here. Where is this guy from? If he has language barriers then it won't be easy for him to make friends etc which could explain why he wants to chat to you as he knows you. It probably is nothing more than him wanting to chat and I think you should go along. If he does start flirting and your not comfortable with it you can always back off. But probably he just wants to chat to a friend.
