No one person, entity, or government controls the internet. A particular government may block sites, like they do in China. Or, a government may prevent the sale of a particular type of porn within their jurisdiction. For example, you might not be able to order a certain type of DVD through mail order in your location. Preventing you from viewing that online is much more difficult.
