It is the track list from Madonna's upcoming greatest hit album "Celebration." I understand that a lot of artists have to end their contract with a company by releasing a greatest hit album, but at least artists like Madonna should have control over the track list. Most of songs from the track list are already included in her previous collection "The Immaculate Collection" and "Greatest Hits Vol. 2," and there are a lot of missing singles from her recent 2000s albums, such as "Give It 2 Me," "American Life," and "Get Together." Two CD with only two new songs, even if the record company just want to exploit the fans, they surely have better ways in this case.

This is the track list I want to see, only one CD is enough.

Your CD would be fine if the album were called "Greatest Hits Volume 3", or "More of the Best of Madonna". The 2CD set is meant to be a complete career overview of her tenure at Sire Records - something that people who might only buy ONE Madonna album will want. And as such, I think it does the job fairly well. My major gripe is having two of her clunkier hits - "Hung Up" and "4 Minutes" right at the outset. I'm not objecting to them being included, but they probably should've been buried a bit better.

Yeah, a bit. But then again, she and Sire aren't talking right now, so she probably had little to no say in the tracklist.

Without really giving it much thought, I notice five top five singles that aren't on there. This isn't to say those songs are her best, or definitely should be on there...

I think it would have made sense to have Like a Prayer and Vogue as the two first songs.
 
Madonna is one of the best-known artists that rose to fame before my birth, so if I really like an artist from that group, I typically buy their latest albums and conclusive greatest hit collections.

Nevertheless, Madonna has so many hits that she cannot include all of them, for example, "Dress You Up" and "Burning Up", which have been performed during her "Sticky & Sweet Tour", are missing from "The Immaculate Collection"; her cover of "American Pie", that made that song famous in Asia, was missing from "Greatest Hits Vol.2."

I'm glad that songs like "Everybody," "Dress You Up," and "Burning Up" are finally included, but a lot of the other songs have not even been performed during any of her 2000s tours, such as "Secret," Beautiful Stranger," and "The Power of Goodbye," so instead of including those the songs again, she could have added some of her other hits, that have never been included in a collection. By the way, it's not likely for her to release a "Greatest Hits Vol.3," so it also makes sense to include songs like "American Life" and "Give It 2 Me."
 
I'm not sure why you bring up her tours, as that's rather irrelevant. This isn't a "collection of songs as performed/not performed on her 2000 tours". This is a straight-forward, best-of collection. And as such, it's aimed not at the rabid (or even semi-rabid) fan, but at John and Jane Q Public who are looking to add some Madonna to their collection. "Give It 2 Me" wasn't much a hit outside of the clubs, and so adding it to the tracklist presumably wouldn't sway anybody into buying it who otherwise wouldn't. Better to save that spot for a song that John and Jane DO remember, and have positive associations with.

Again, this CD isn't for people who bought the other collections. It's not meant to sit next to other Madonna CDs on a shelf - it's meant to be the one and only Madonna CD for those who don't any other Madonna. It's for neophytes - a one-stop shopping spot for a Madonna collection. That isn't to say they object to fanatics buying it, of course - they put the two new songs on there as bait for that exact reason.

I brought up her tours simply because artists organize tour setlist to promote their latest albums, but they include old songs from previous albums according to their chart performance and popularity among the fans.

That is why over the years "La Isla Bonita," "Like a Prayer," and "Ray of Light" are frequently performed. A hit is not only a single, but a single that can be remembered over the years by fans and even non-fans, I know people who can sing "Like a Virgin," but hates Madonna. In that case, compared with "American Pie" and "American Life," songs like "The Power of Goodbye" and "Secret" are not even close to memorable.

Your theory maybe right, but I'm almost 100% confident to say that most of the people who would buy this collection are going to be her hardcore fans. I know a lot of Chinese people and Americans as well as Europeans, for people who are OK with Madonna, they're just gonna download the songs they like, and for people who dislike her, they won't buy it just because "Well she's so famous, and I should have at least one of her collections."
 
^ Oh yeah, "Human Nature" in "Greatest Hits Vol. 2" is a censored single edit., the signature line "I'm not your bitch, don't hang your shit on me!" was removed.

Greatest hits albums aren't something that are marketed to hardcore fans. If they specifically were marketing hardcore fans, they would've put a collection of rarities - obscure mixes, songs like "The Gambler" that showed up on soundtracks but not on albums, live tracks, shelved pieces.
