People in developed countries, like you in Australia, myself in Canada, Americans, western Europeans etc have absolutely no room to complain about this. We are by far the biggest users of oil in the world that consume it inefficiently. Pot. Kettle. Black.

we use coal which pollutes much more but is cheaper so the govenments dont care

UAE's oil supplies are not going to last much longer and they know it. They are reinvesting the the money into they country to attract foreign investers and tourism. They are also trying attract mega rich expats,(Think MJ). they're doing a good job of it...
