My ISP uses dynamic IP addresses and we get the bills by snail mail. It could be that right now I'm on the net with the IP address of someone who committed a crime (illegal download, child porn, hacking activities etc.) some time ago. I also don't think that the hackers have so many possibilities to look into an ISP's list when an IP address was visiting a certain website.
