At first glance I thought they were two people, but as I continued to stare I became more unsure and I now think that they could be the same person. As others have said, who are they and why are you asking? I assume that one of them has either applied to be a tenant or an employee of yours and the other was a picture from another source and you are trying to decide if the backgrounds overlap.
 
dunno could be the same guy after weight gain/loss/drug use or 2 very close looking guys or a bit of plastic surgery or fillers

They look like pictures taken for photo IDs.

I'll take a guess and say that the older looking photo is the father or older brother taken when he was the younger man's age.

But, there is definitely an age/ era gap between the photos.

Oh come on. Nobody owns the right to their own image. If that weren't the case, there wouldn't be cameras literally everywhere.

I read about a photographer who, in an attempt to capture scenes of domesticity, photographed the couple in the apartment across from his. Watching TV, eating dinner, coming home from work, even in various stages of undress. He either published these photos or had an exhibit (I don't remember) and when the couple found out they sued him. The judge threw it out.

Not saying I agree with this. I don't like being photographed without my knowledge, and I would hate to stumble across pics of myself somewhere (dick pics ok) but that's the way it is, apparently.

This guy is lucky someone hasn't made a meme of this image.
