People who has hiv should tell him/her right away before sex.
Otherwise it is like you are purposefully putting disease into someone's body and should be charged for that.
 
I wonder what would be a good and fair punishment?

Two good size tattoos on his buttock and stomach saying "HIV+" and a strict warning not to do it again fair ?

The law works on intent, not consequences :). For example, a current example would be the man who just killed the son of Minnesota running-back Adrian Peterson will probably not be charged with murder since they probably won't have enough evidence to prove that his intent was to kill him. So unless you can prove that the guy was trying to get HIV, you don't really have a case. However, I don't feel bad for the guy. Not one bit. :)
 
I would go as far as to say that if you can prove without a reasonable doubt that he is guilty, it should be attempted murder.

Here in Scotland they are normally charged with attempted man-slaughter,especially if they knowingly set out to infect others.

That's stupid. If someone lies, someone lies. What difference does it make if this was a hookup or if they'd been dating for 3 months. Yes, it's stupid to trust people blindly with unprotected sex. But that has no bearing on whether guy knowingly lying is intentionally putting other people into severe harm's way and a lifetime of health problems. The damage done is precisely the same either way.
