For those around the world, in the Upper Midwest, Townships are limited-service Governmental units within a particular County. Depending on what services the residents have decided to authorize. Some townships do nothing, some handle zoning and building permits, and some have their own police and fire departments.
In ascending order of services available, it goes Townships, Town/Village, City.
Looks to me like St. Olaf Twp. is more the 'wide spot in the road' type of place.
