I'm tempted to say Legend of Zelda: Ocarina of Time (many of the songs I can still hum today) or Conker's Bad Fur Day (just for the Great Mighty Poo's song, the greatest moment ever in video game)

However, I'll settle on saying Bioshock had the best video game music ever. Simply marvelous!

IMO. The Final Fantasy games, 2/4 7 and 8 in particular(since their the ones I played the most xD). Have some of the BEST soundtracks. Very much melodic.

Overall, the "best soundtrack" is usually based on what the person prefers to hear in games. Fallout did have an amazing soundtrack, however they used actual songs from a rather epic time period, and Bioshock had some very great atmospheric tunes to go with it.
