Bigger Butt?

I can't get fat (fast metabolism), I guess working out is the only way.

You probably need to know your body type, ectomoroph, mesomorph, or endomorph, and your age. Saying you cannot get fat suggests ectomoroph. Google that word. If so, it will probably not be possible to develop a big butt. Leaner, harder, perhaps, but much big no. If you are closer to mesomorph or endomorph, you have a better chance. BUT as you age, your ability to add new muscle cells is reduced. After 30s, you can increase size of cells but it at some point you cannot add new ones. If you can talk your doctor into it, legal ,prescription steroids or human growth hormone would work best.

There is never an age when you "add new muscle cells", you merely increase the amount of nourishment your existing cells get via exercise, thus promoting their growth.
At old age, exercise becomes harder mainly due to the joints growing old and less capable of withstanding pressure,also the heart grows weaker due to slow cellular degeneration (the heart can be very well maintained).

You seem to be saying that babies are born with all the cells they will get. My understanding is that humans can continue to grow new cells, both muscle, and alsas, fat, until middle age.

Check out human growth hormone which facilitates increases in cellmnumbers as well as growth of arteries etc. Levels dramatically drop around age 30.
 
^No Dr in his/her right mind would casually write a script for any form of steroid, like all prescription only drugs they do have side-effects.
Especially steroids, never heard of "roid-rage"?
Steroids especially can have severe contra-indications, if the person is already taking drugs prescribed by their Dr. Which can range from
anxiety all the way to a full blown psychotic episode. Oh! Did i mention the heart?
 
Nevertheless, some doctors do prescribe steroids for bodybuilders, or at least, some bodybuilders have told me that they had prescriptions and I believe them. Millions of young men have taken steroids without know serious results. Why is it that women have the right to kill their babies, because they are their bodies but men cannot use steroids. Like abortion, most of the problems result from the lack of medical supervision.

Growth hormone (HGH) and androgens (steroids) are both anabolic substances but they have very different actions.

To answer the question about whether muscle cells multiply or whether they remain the same number but just get larger the answer is a bit complicated.

Most of the muscles in the body, including the heart, are "postmitotic" which means that humans possesses a relatively constant number of muscle cells (myocytes) from birth. What we call "muscle growth" is a combination of damage/repair of those muscle cells and the increase in size of those muscle cells.

The cells that repair muscle damage (whether from injury or from normal working of the muscles) just replace the damaged cell 1 for 1. There is no mitosis or increase in the number of cells under normal conditions. There are some rare illnesses that can result in muscle hyperplasia- which involves an increase in the number of cells but that is not the normal process in healthy humans.

If you are interested in the details of embryonic myogensis, this presentation explains it well. Slide 13 answers the question about whether the number cells changes after birth.

"'Roid rage" is a bit like "refer madness"- a pattern of behavior that happens in a limited number of people but has been used as a scare tactic in anti-drug campaigns. There are a lot of reasons why anabolics are not a good idea- liver problems, cardiopulmonary problems and the way they change facial features, exacerbate skin problem and change fat distribution in the body... and in some people, anabolic steroids can cause psychological issues- particular if the person has a pre-existing behavioral problem.

The question about getting a bubble butt has been a common question. The usual recommendation is a combination of squats and leg curls to build up the gluteal and hamstring muscles.
