I can't get fat (fast metabolism), I guess working out is the only way.
You probably need to know your body type, ectomoroph, mesomorph, or endomorph, and your age. Saying you cannot get fat suggests ectomoroph. Google that word. If so, it will probably not be possible to develop a big butt. Leaner, harder, perhaps, but much big no. If you are closer to mesomorph or endomorph, you have a better chance. BUT as you age, your ability to add new muscle cells is reduced. After 30s, you can increase size of cells but it at some point you cannot add new ones. If you can talk your doctor into it, legal ,prescription steroids or human growth hormone would work best.
There is never an age when you "add new muscle cells", you merely increase the amount of nourishment your existing cells get via exercise, thus promoting their growth.
At old age, exercise becomes harder mainly due to the joints growing old and less capable of withstanding pressure,also the heart grows weaker due to slow cellular degeneration (the heart can be very well maintained).
Check out human growth hormone which facilitates increases in cellmnumbers as well as growth of arteries etc. Levels dramatically drop around age 30.You seem to be saying that babies are born with all the cells they will get. My understanding is that humans can continue to grow new cells, both muscle, and alsas, fat, until middle age.
