I just recently found out about Tom Katt and boy did he have an ass on him, but your right usually shorter guys have those types of asses.

Is more of a rumor, but they are little too big to look natural. One of the reasons that people claim it is a rumor is because it got to big too fast, earlier in his carrier his ass was bubble-y and big, but "normal".
