It's of Joe Riggs attempting to make weight for one of his fights, when everyone else had left and it was just him and a few other people around. He initially was covered by a towel and then a t-shirt but then when he made his final attempt they didn't bother!

if you mean underwear then if a fighter is a couple of ounces over weight then he will strip naked rather than spend time in the sauna or jogging to loose a couple of ounces
