OR the builder of the extension or garage put the fans in and the current owner didn't pay to have them removed, and was merely satisfied to cover them.

There could also be glass blocks up there that some igmo thought would be a good idea for natural light but proved blinding at sunrise or sunset when folks are sitting in the den there.
