I read this story several weeks ago, and just now found out that the cat has been adopted and an arrest has been made for the treatment she received. I love dogs and cats and I just can't imagine what sort of person gets thrills doing something like this...
Here's the original story:

It's one of the more bizarre scenes of cruelty that animal safety officers have ever come across.
But even this cruel and unusual punishment does not appear to have dampened this cat's spirits.
The female tan and black striped feline was found wandering the streets of Philadelphia
Lucky for her, she was spotted by a woman who promptly called the SPCA yesterday.
A humane officer from the SPCA found her wandering the Rhawnhurst section of Philadelphia and carted her up to safety.

Teenager who wrapped cat in duct tape arrested
The plight of the cat wrapped in duct tape captured the hearts of animal lovers around the world.
And now it appears justice may be done for the traumatised feline, nicknamed Sticky.
A teenager was arrested yesterday after confessing to wrapping the cat from head to tail in duct tape.
James Davis, 19, confessed to wrapping the grey tabby from in the tape, putting it in a shopping bag, and leaving it in a neighbour's yard.
He was arrested on Saturday on animal cruelty charges.
The cat - named 'Sticky' by animal welfare workers - was dehydrated and had to be sedated as the tape was cut from its fur.

"Sticky" the Duct-Taped Cat Adopted
The cat that was duct-taped and dumped in a North Philly yard, was adopted by a family Tuesday afternoon, according to SPCA officials.
The adopter and his family, who asked to remain anonymous, was selected out of nearly 100 animal lovers who wanted to give the gray tabby a safe and loving home.
