I can use them, but not very well. A friend told me once that he watched a documentary on Gorillas, or some kind of ape/monkey that used sticks to catch termites, and I reminded him of that when I tried to use chop stix.
I learned by trying every time I ate Chinese food. I'd start out with chopsticks, use them as long as I could, and give up and eat with a fork. Eventually I didn't give up.

I learned how to use them around the same time i learned to use a fork.
I use them primarily when eating Chinese or Japanese food - but only when I'm OUT - rarely at home no body to show off for at home, after all.
If there was a test, I'd score "expert level" I'm sure. heehe

I find some things much easier to eat with chopsticks than with a fork. Cold sesame noodles, for example, or broccoli with garlic sauce. It's damn hard to fork those, but I have no problem with chopsticks.
My grandfather taught me when I was five years old, and I have used them continuously since, whenever I eat an Asian cuisine that is meant for chopsticks. I'm quite dextrous with them, too... I can even pick up coins.
Eating Asian food with a fork is too crude, I end up eating too fast. And of course, it's idiotic to try and use chopsticks when eating a food that was meant for a fork and knife. The exptected utensil has an immense effect on the shape and weight of developing recipes.
I hate those wooden chopsticks, though. I use Melamine chopsticks (they're most like the ivory I grew up with), both at home and at work. I sometimes think about carrying a travel set with me, in case I end up in a restaurant that uses the wood sticks.

That and I also used them in Chinatown in San Francisco recently for lunch because they were there and I felt weird using a fork
The key is to keep one stable/completely straight while using the other to "scoop" the food onto it. Once you get the feel of them, it's easy!

I was in Anaheim one time and my friend and I asked for chopsticks...they brought them, but all the people in the kitchen came out one by one to look at the roundeyes eating with chopsticks.

Frequently since I was a child. Usually I use it when eating noodles, rice on bowl, or Chinese dim sums. Sometimes it's easier eating with chopsticks than with spoons and forks, as some dishes are very slippery with spoons, whereas excessive fork usage is considered rude in Asian customs.
Of course I do.

Though I'm quite adept with Chop Sticks, or Forks, Spoons, and Knives, why bother? I'm much better using my fingers, or just slurping off the plate, or drinking out of the bowl!!

I know how to use them well. However I only use them for appropriate food when it can efficiently speed up my food-devouring ability. (I still love to enjoy food while I can though).
One example is the Vietnamese Beef Noodle Soup (Pho). You can eat much faster with chopsticks and spoon. Another one is sushi, eating with hand can be messy, and using fork to poke the food is ruining the elegance appearance of the sushi pieces.
Btw, when I was little, I was really proud at using spoon to eat almost everything, even noodles.
