I don't think having shoulder or back hair is a requirement to be labeled as a "bear".

I think you are thinking of one of those younger well built guys who actually tend to be extremely furry and hairy. Yet, they shave it or trim it off so there is some fur and call themselves a bear or muscle bear.

Real men don't shave it all off

And yeah the sub bear labels do get confusing such as otter, polar, and etc.

Generally bears are typically quite hairy. Although some don't have much hair on their stomach (or belly) but still look bearish.

I think the term for a bear with a bear build and look but not very little or next to non hair is called a "behr". But I'm probably wrong.

I have a few friends who are calling themselves that term. But I still haven't done enough research about that word.
